Currently in Ontario there are three residential programs that are similar in nature and are designed to assist consumers with the costs of electricity. This page is to help consumers to determine to which of these three programs they may be eligible to apply. Ontario Electricity Support Program (OESP):

Designed by the Ontario Energy Board as part of Ontario's Fair Hydro Plan initiative, the OESP program provides an on-bill credit to eligible consumers. To qualify, applicants must receive an electricity bill and meet certain household income thresholds details of which can be found at https://ontarioelectricitysupport.ca/FAQ. Consumers are encouraged to apply online at OntarioElectricitySupport.ca or to call 1-855-831-8151 for more information and to be connected with a local intake agency for application assistance. Low-Income Energy Assistance Program (LEAP)

LEAP is a grant program intended to provide emergency relief to eligible low-income customers who may be experiencing difficulty paying current arrears. It can only be used to assist with electricity arrears and not water/waste water arrears. LEAP is a one time assistance for customers and is not intended to provide regular or ongoing bill payment assistance.

LEAP is funded by all ratepayers through each distributor’s rates. Unlike the OESP, the funds provided by a particular distributor for LEAP must be used only for that distributor’s customers within that distributor’s service area.

The income eligibility requirements for the OESP are the same for LEAP. Customers with an after tax household income at or less than the thresholds set out in the OESP sliding scales, taking into account household size (which were derived from Statistics Canada Low-Income Measure), will be eligible for the OESP and LEAP. Home Assistance Program (HAP):

The Independent Electricity System Operator (The IESO) created the Save on Energy Programs in order to help consumers reduce their electricity usage through conservation. The HAP program in particular is designed to replace measures with more energy-efficient versions, such as Energy Star LEDs, smart power bars, energy-efficient appliances, insulation, and more (dependent on eligibility)! To qualify, applicants must receive an electricity bill and meet certain household income thresholds or other criteria, details of which can be found at https://www.saveonenergy.ca/For-Your-Home/Low-Income-Help. Consumers are encouraged to apply online Here or to call 1-855-591-0877 for more information and to be connected with a local intake agency for application assistance. AffordAbility Fund Trust Program (AFT):

The Government of Ontario established a $100 million AffordAbility Fund to assist electricity customers who do not qualify for low-income conservation programs. The AffordAbility Fund is funded by an independent trust set up by the Government of Ontario and offered to you by your local electric utility and community services. Please take a moment to review the eligibility criteria of the above two programs (OESP and HAP). If you are eligible for either of the above programs you will not be eligible to participate in AFT, and are encouraged to apply to the program(s) you are eligible for. If you do not believe that you will be eligible for the above two programs, you may be eligible to participate in the AFT program. The AFT program is similar in nature to the HAP program, and is designed to reduce the costs of electricity by using measures that are more energy efficient throughout the home. These measures could include (dependent on eligibility) Energy Star LEDs, smart power bars, energy-efficient appliances, insulation, and more!
